Strengths and Weaknesses on Africa at Yale

It’s been a few weeks since my article on the Yale Africa Project went up. I tried to make it as comprehensive as possible in discussing Yale’s African Studies program and what has gone into it, but I also had a word limit that I had thoroughly destroyed already. Since I have a blog and that’s what blogs are for, I’m going to dig a little deeper into what’s going to happen at Yale moving forwards.

One promising point in Yale’s future is the creation a senior faculty position in the English Department that will be focused on African literature. Yale has one professor who specializes in Francophone African literature and has never had anyone in English – this new position will rectify that. Yale has a pretty conservative English department overall, something I don’t know enough about to talk about at length, but it’s clear that this position – which has been in the works for many years and included encouragement from the Council on African Studies – will be the department’s foray into world literatures. Hopefully it’s a change that they will continue to expand into.

It’s important to note that this position – which will make a huge mark on African humanities at Yale – is not part of the Yale Africa Project. That initiative, which is in its nascent stages but which has not (and will not, according to those familiar with it) prioritize faculty hiring, has a clear focus on Yale’s strengths. When it comes to Africa, Yale has huge strengths in three sectors: development economics, corruption and good governance, and public health. The Project aims to reinforce those strengths rather than build up new ones. In the front page of a fancy booklet that is being given to potential donors, Ian Shapiro writes:

Focusing on the pivotal areas of governance, development, and public health, we are interested in understanding and contributing to the ways in which business, the public, and the nonprofit sectors respond to Africa’s challenges and opportunities.

In regards to Africa, Yale has a small faculty in general. The humanities in particular need more focus on Africa. Music, art, theater, and literature are all barely represented. The anthropology department’s focus on Africa is currently very low. The language program won’t be able to offer three levels of language instruction without more support. The library collection is great but has been facing budget constraints that make the future more bleak. The Forestry School has one person working in Africa.

Yale has three pillars of specialization in Africa, and that is where the bulk of this new project is headed. While they are important, I see no reason why Yale shouldn’t put resources in parts of Africa where support is needed the most. Africa is the home of vibrant arts, prize-winning literature, diverse languages, endangered ecosystems, and innovative technologies. I can’t figure out why you wouldn’t want to encourage work on these topics.

The new English position will be a welcome addition to Yale because he or she will help support the humanities in African Studies, but also to work to fill a gap in English’s understanding of different literature. The Africa Project should take a note from this and seek to build up new foundations if it really wants to focus on Africa.

Employers will usually say they offer internships as a form of training to those who lack the experience to get hired. They say this because they are legally required to in order to justify paying people below minimum wage. But at the liberal online news magazine Salon, internships are not for those just starting out.

“Some professional experience is required,” says a listing for an editorial internship at Salon. If you get that job, you’ll be helping “research, report, write and produce our news and culture coverage,” which sounds a lot like a job. The position, based in New York City, is unpaid.

Though it does not pay its professionally experienced interns a dime, Salon (which has published my work in the past) has had the chutzpah to run a number of stories on the plight of unpaid workers, such as, “‘Intern Nation’: Are We Exploiting a Generation of Workers?” and “Unpaid and Sexually Harassed: The Latest Intern Injustice.” The company did not respond to a request for comment.

The New Republic is another liberal outlet with a problematic labor record. Owned by a co-founder of Facebook worth more than $600 million, the magazine is currently hiring interns whose responsibilities include “conducting research for editors,” as well as “pitching and writing blog posts and web pieces.” Previous experience in journalism is “preferred, but not imperative.”

TNR used to advertise that its internships “are full-time, unpaid, and based in the DC office,” but that language was removed soon after the magazine became aware of this story. Spokesperson Annie Augustine told me that despite the change in language, “there has not been a change in policy.”

Rafiq Rehman, an elementary school teacher, addressed a small audience during a congressional briefing, describing in vivid detail how his mother, 67-year-old midwife Momina Bibi, was killed and his children, Nabila, 9, and her 13-year-old brother, Zubair, were injured by a US drone strike.

Alan Grayson, despite having called drone strikes “dead wrong”, contended that war crimes were not committed because there was a lack of intent to kill civilians.

This contention ignores signature strikes as well as secondary strikes, the latter of which often target first responders, the civilian rescuers attempting to provide medical assistance to those injured by drone strikes. Drone strikes are a flagrant breach of international law, as they violate Pakistan’s sovereignty, have not met legal obligations to ensure transparency and accountability and have allowed civilians to become objects of attack.

2013 was a very good year for white artists openly appropriating African-American style, sounds and even literal voices. There was the blue-eyed soul of Robin Thicke and Justin Timberlake; dance dominance from Daft Punk and Avicii, the hick-hop of Florida Georgia Line; the R&B sweetness of Ariana Grande; the backpacker rap of Macklemore & Ryan Lewis. There was Eminem, again. It’s difficult to not see this year as another round in the ongoing cycle of appropriation and marginalization that grew out of minstrelsy. That’s not to say Lorde and every other artist named in this paragraph doesn’t respect and even love African-American culture. But love doesn’t always bestow power.

Both “Royals” and the protests it’s inspired are about that central subject of power. Not just the chance to live the luxe life, or the luxury of not even wanting it; but also the right to speak, to assume a way of being, even to occupy certain spaces. The song’s not called “Royals” by accident; like Ella Yelich-O’Connor’s stage name, the title reminds us that first-class living is a concept grounded in the blood rights.

Bad News and Good News from CAR

There has been a lot of bad news coming out of the Central African Republic as violence across the country has spiked. The Red Cross announced that almost 500 people had been killed just in Bangui. The French are already on the ground trying to mitigate violence, the U.S. is airlifting a Burundian force to the area, and the African Union is trying to beef up its presence there as well.

For those interested in understanding or examining the violence more, there are two things worth reading: Louisa Lombard wrote an insightful piece explaining whether or not the violence constitutes a genocide or genocide-in-the-making, as the French have claimed. International Crisis Group also has a report on the situation in CAR, as well as a short post on Bangui. Peter Bouckaert at Human Rights Watch wrote a dispatch detailing just one of the many incidents that have happened there.

With all of this bloodshed going on, it was uplifting to hear news of a large defection of LRA fighters in the east of the country. Separate from the anti-Balaka/ex-Seleka fighting (for the most part), the LRA has been active along the periphery of CAR. On December 6, a group of nineteen LRA fighters went to a small village west of Zemio and surrendered, agreeing to demobilize and return home.

According to Invisible Children, the group decided to surrender after hearing a number of radio programs that promoted surrender and defection. This is a big boost to the defection messaging program, and also a small glimmer of hope in a country that’s going through a pretty rough time right now.

On Mandela

Things worth reading:

“Icon of Peaceful Resistance” makes it sound like Mandela was an advocate and practitioner of nonviolence. He wasn’t. Apartheid was above all a socioeconomic system of structured viciousness: the whites were not going to give up their advantages without a fight. The struggle against Apartheid was necessarily bloody. The symbolic force of an “icon”, no matter how noble its martyrdom, could not have defeated Apartheid. It had to be defeated at the cost of lives. Mandela always knew this.

Mandela founded and ran Umkhonto we Sizwe, the paramilitary wing of the ANC, which carried out armed resistance and a bombing campaign. The bombings mostly targeted high-profile pieces of property, but were nevertheless responsible for many civilian deaths. Umkhonto we Sizwe also executed collaborators.

When you say, “He was a great statesman”, credit what that means. It means that he looked ahead, kept his eyes on the prize, and tried to do what needed doing, whether that meant taking up arms, or playing chess, or making a friendly connection with a potentially friendly jailer. If you’re going to say it, then credit first that there might be great leaders (and great movements) where you right now see only terrorism or revolution or disorder. That so many people were wrong about Mandela should at least allow for that much.

Our political leaders (and South Africa’s, too) have no vision beyond the next re-election and their retinues of pundits and experts and appointees are happy to compliment and flatter the vast expanses of their nakedness in return for a share of the spoils.

Mourn the statesman and the revolutionary and the terrorist and the neoliberal and the ethicist and the pragmatist and the saint and don’t you dare try to discard or remove any part of that whole. Celebrate him? Sure, but then make sure you’re willing to consider emulating him.

Shameless Self-Promotion: On Yale African Studies

Another brief interlude to link you to an article I wrote for Yale Daily News‘ magazine edition, entitled “Looking for Africa.” It’s perhaps the biggest piece I’ll write on the subject, but I don’t expect it to be the last. It’s only a part of a larger conversation which the Yale community has been having, which I’ve linked to before. I hope you’ll take a look, and of course I’ll continue to write about the issue, as it’s important directly to me but also to the conversation about Africanist scholarship (and area studies) in U.S. universities.

The Yale Africa Project (as it is now known) can and probably will do a lot for Africanist scholarship at the university, but that’s not difficult given the small and narrow focus of the university’s Africa focus now, but many of us are hoping it will do more. After recent faculty departures and downsizing across the area studies, it is good to see a focus specifically on Africa, but I’m not yet convinced it will fulfill its potential. Unfortunately, a lot of this is dependent on donors rather than university governance, largely because Yale hasn’t committed as much to the campaign as it could. My hope is that, in a couple of years, I’ll be able to say that I was wrong.

I interviewed about a dozen people – professors, former professors, alumni, and students – and sent an e-mail survey to about a dozen African Studies students. I also worked tirelessly with two editors who took a 6,000 word statistic- and quote-ridden article and made it legible. The design team also put together a wonderful graphic for the magazine’s cover that essentially sums up why the piece needed to be written. I want to thank everybody involved for helping make it what it is, because they seriously deserve it. I also want to encourage everybody interested to continue to think about how Yale (or any university) can engage with the scholarship it promotes, and what it means to focus on Africa as a university.

One Day I’ll Be Thankful for a Welfare State

In a recent column about empathy, Nick Kristof responded to terrible critics of his call for people to take care of one another:

A reader named Keith reflected a coruscating chorus when he protested: “If kids are going hungry, it is because of the parents not upholding their responsibilities.”

After a recent column about an uninsured man who delayed seeing a doctor about a condition that turned out to be colon cancer, many readers noted that he is a lifelong smoker and said he had it coming.

“What kind of a lame brain doofus is this guy?” one reader asked. “And like it’s our fault that he couldn’t afford to have himself checked out?

This isn’t new. People who don’t want to help each other and don’t feel like they have to really like to blame others for their circumstances. But then Kristof kind of allows it, in defense of the children:

Let’s acknowledge one point made by these modern social Darwinists: It’s true that some people in poverty do suffer in part because of irresponsible behavior, from abuse of narcotics to criminality to laziness at school or jobs. But remember also that many of today’s poor are small children who have done nothing wrong.

Some 45 percent of food stamp recipients are children, for example. Do we really think that kids should go hungry if they have criminal parents? Should a little boy not get a curved spine treated properly because his dad is a deadbeat? Should a girl not be able to go to preschool because her mom is an alcoholic?

He takes it as a given that some adults are to blame for their bad decisions, and chooses to guilt-trip the assholes by pointing to the children that are the innocent victims of their parents’ choices. Nevermind that A. poor adults make the same kinds of bad decisions as middle class and rich adults, they just don’t have a personal safety net, and B. adults who need help deserve it – no matter what the reason, just like children.

When rich and even middle-class, especially white, people enjoy privileges that are invisible to them but incredibly apparent to everyone else, it demands that everyone else receive the help that they deserve. In my city, if you’re caught doing drugs in one part of town you’ll probably get a reprimand, maybe get sent to rehab, if you get caught on the other side of town you’ll probably meet the carceral state up close. Being injured or sick when you’re rich is still a terrible thing to be, but at least you can get treatment while the uninsured are merely kept alive. Missing in all of this is that the middle-class and rich get government help all of the time: income tax credits, quality education for their children, well-maintained highways – things that are meant for everybody but really don’t benefit those who don’t have much of an income, who send their children to under-funded schools due to property tax inequity, who take the bus for an hour to work. A proper safety net is the only way to help these people, and that’s what we should be doing.

This reading was compiled on the I-95, but should not be read while driving. Read responsibly, people.

Universal free public higher education, in the short run, would provide a greater economic boost, in raw numbers, to the middle class and the rich than it would to those in poverty.

But so do libraries. So do roads. So do fire departments. So do high schools. The argument for free public higher education isn’t that it’s a targeted income redistribution program, it’s that it’s a universal, communal project, a powerful concrete statement of our values and priorities as a society.

In the United States, class is often a proxy for race. When politicians speak of the “urban poor,” we know it’s a code for black people. When they talk about “welfare queens,” we know the race of that woman driving the late-model Cadillac. In polite society, racism remains hidden behind a screen spelled CLASS.

On the extreme Right, by contrast, race is a proxy for class. Among the white supremacists, when they speak of race consciousness, defending white people, protesting for equal rights for white people, they actually don’t mean all white people. They don’t mean Wall Street bankers and lawyers, though they are pretty much entirely white and male. They don’t mean white male doctors, or lawyers, or architects, or even engineers. They don’t mean the legions of young white hipster guys, or computer geeks flocking to the Silicon Valley, or the legions of white preppies in their boat shoes and seersucker jackets “interning” at white-shoe law firms in major cities. Not at all. They mean middle-and working-class white people. Race consciousness is actually class consciousness without actually having to “see” class. “Race blindness” leads working-class people to turn right; if they did see class, they’d turn left and make common cause with different races in the same economic class.

Arizona Universities Increased In-State Tuition More Than Any Other State

Remember this post I wrote in March about Arizona universities and their recent trend of tuition hikes? A decade a go tuition at all three four-year universities in Arizona hovered around $3,000, but since then it has risen dramatically – I was paying around $5,000 from 2007-2011, and this year’s freshmen class are paying $10,000.

I was upset by the trend that Arizona universities were following, but I had no idea that they far out-paced the rest of the country’s public universities. An article in the State Press highlighted a recent report from College Board, stating:

Arizona’s four-year public universities had the nation’s largest in-state tuition and fees increase over the past five years, according the nonprofit organization that oversees the SAT.

The College Board’s report said in-state tuition and fees in Arizona increased 70 percent when adjusted for inflation from academic year 2008-09 to 2013-14. The national average was 27 percent.

Out-of-state tuition and fees in Arizona increased 28 percent during the same period, 11th highest in the nation. Louisiana, which had a 69 percent increase, was highest. The national average was 19 percent.

When the state gutted public funding to the state universities, the burden of funding education fell on Arizonans – people whose families had already contributed to the universities through taxes. And, as usually happens when I comment on Arizona’s tuition woes, I want to remind everyone that the state constitution says that higher education is supposed to be as free as possible.  Just this week, friends of the blog Aaron Bady and Angus Johnston both wrote about the prospect of free higher education. This shouldn’t be a fantasy – higher education was once affordable to most, and it can be again.
